Mark Roe violating Rules of Professional Conduct

Below is an email thread between Mark Roe & John Koster I received from a public records request. What he has said & done here is actually against the law & violates ethical cannons. Then we find that Carolyn Weikel is very concerned about destroying public records, too concerned.

It seems there are atleast 3 judges who Mr Roe considers to be a problem. He seems very happy about how the consolidation will increase his perceived power inre: the District Court & their judges. He seems to LOVE Judges Clough & Lyons from The Everegreen District Court Division.

He also seems to think that Commissioner Anthony E. Howard (tony) is just a waste of time & money. So in order to increase his power he wants the Cascade Division closed in order to get rid of Judge Jay Wisman & Commissioner Howard in one fell swoop. Incidentally the Judge he is talking about that “won’t even meet with him” is Judge Wisman

Mark,
We’ll talk next week. The meeting regarding the consolidation isn’t about punishing anybody; it’s about trying to find some efficiencies and limiting cost. While it may not go anywhere, and if it does it’s going to be some years out, I believe it’s a worthwhile discussion. I’m not totally opposed to raising taxes for certain things within the priorities of the proper role of government. I did vote for the Road Fund portion of the Property tax. But to your point…raising taxes as we did in this case isn’t going to do much, if anything at all, to increase public safety!

… The whole courthouse thing is bothering me as well. I need bodies, not a building. Unlike you, i have no problem raising taxes to increase public safety…….i just think adding people is what increases public safety, not making the judges a nicer place.

I really don’t wanna punish all Dist ct divisions, their employees, and judges, for the actions primarily of one judge in arlington. (we have tried to talk with him, but he won’t even meet with me…….)I wish he would just retire! Though 2 south judges can be a pain, 80% of the problem is well north of there. simplest step is close just that one, split their cases between everett and evergreen, and either eliminate or allow the commissioner to rove to where needed, instead of being tied to do all the work for the one judge who doesn’t often come to work. our filings are way down. I don’t think they need 8 judges plus a commissioner, and said that before tony was appointed. If cascade were closed, I guarantee that the other cts would be on the very best super duper behavior forever more! …

I am surprised at the roll out schedule because the June ITAC meeting minutes state It appears the schedule has changed – have all the issues mentioned been resolved or are we just going forward? I am also concerned because I understand the journaling function keep all e-mails forever – doesn’t this cause concern for public records requests? I have always been instructed and advised by the PA and public records experts to make sure all documents are destroyed according to the retention schedule and do not keep documents passed those time periods. This journaling function seems to contradict this practice. I missed the ITAC meeting yesterday and I realize this may have been discussed at that time but I would appreciate a brief response to these concerns.

This is the one thing I DON’T understand is WHY the County has a drive that only they & the Snohomish County DEM Pennington’s Diana Rose have access to.
